Hide AdEFL rules stipulate that all paperwork relating to a transfer must be submitted to and approved by the governing body by “12.00 noon on the day prior to the date of such match”
That means that Sunderland have until midday today [Tuesday] to secure any new signings - otherwise they won’t be able to feature until the trip to Portsmouth on Saturday, February 1.
Scowen’s deal was sealed well in advance of this deadline, meaning he can play against Tranmere Rovers if selected.
